Cant Compare if the jeans a tight and he has a packet to fill them then it would be jeans

All depends on the scene and where you are.

A pair of good fitting jeans can make a guy look so incredibly hot, and of course can be worn pretty much anywhere. But a paid of chaps in a club or playroom can't be beated!

As long as there is a big bulge, it does not matter then.

I would have  to agree that it depends on the situation, AND the man. If I had him in a playroom, definetly the chaps - easy access to his ass and his balls to work him over. If I'm at a bar or club; well, that's another matter. If the cuy want's to let the world lnow his ass is available, then chaps with the ties or buckles on the back are a good way of advertising, especially if he has a really fuckable asss. If he has a well packed crotch and want's to be worshipped, the leather pants might hide that bulge; the chaps with the ties/buckles in front and a tight pair of jeans to show off his endowmwnt might be a btter way to go.

If they guy want to let the world to kow he's up for any leather action, then the leather pants are the way to go - as long as he's aware thet he's gonna fucking stink when he takes them off. Leather makes a man sweat. Personally, as a top I love the smell of a boi who's been sweating inside teather all day: I've made slaves wear a leather jockstrap under their expensive suit to work for a few days so that the great sent of their sweaty leather could turn us both on when he stripped for me. Hell, I'VE worn a leather jock under MY suit so that my slave could worship the smell. 

But I repeat that there is two problems with leather pants. Unless they are very expensive ones and therefore very soft leather, they hide the "goodies". The other is that a man has to be sure that he likes the smell of anther m,an's sweat and leather if he's going with a man who's been wearing leather pants for a few hours - especially if he tells you he's going commando (no underwear) or wearing a leather jock under the leather pants.
